How do I allow Facebook users to become a fan of my business's fan page via text message?

I know that Facebook has a relatively new feature that allows users to become a fan of a page via text message. For example, you can text "fan mashable" to 32665 (FBOOK) and you will become a fan of Mashable’s facebook fan page. I have a fan page for my small business, but I am not sure how to enable this feature.

Also, will this cost me anything?

    Facebook users will become a fan of your page if you’re cool enough, if you don’t have any fans then you’re not cool enough
